ATTN: Box City Residents
RE: Box City Council Takes the Lead in Reconstruction

Box City is flooded with permanent damage expected. Yesterday, the Governor demanded the entire population be relocated and the Bureau of Land Management identified a parcel of land for the new city. Citizens of Box City are looking to their city council to help them plan the new city. City council members are rising to the charge as they develop plans for constructing the new community.

You are on the Box City Council!

Create a model for your citizens to use as they begin building. Use brown paper to indicate roads, blue to indicate water, and green paper to indicate parks. Use boxes to indicate buildings. To have a functioning community, consider adding any or all of the following (all of which existed in your last community). Be ready to justify your placement of each facility.
